Following information on the appointment and terms of reference of the Office of the Correctional Investigator, its organization and operation are briefly described; a staff of 15 investigate and attempt to resolve complaints from Federal inmates. Statistics then address the number of complaints received by category, months, region, and inmate population; the number of institutional visits and inmate interviews; the disposition of complaints; and complaints resolved or investigated by category. Issues outstanding from the 1990-91 annual report are updated. They pertain to special handling units, inmate pay, the grievance process, case preparation and access to mental health programming, offender rights and privileges, double bunking, transfers, management of offender personal effects, and temporary absence programming. A discussion of complaint issues focuses on the policy of disciplinary dissociation, gender change policy, a review of medical grievances, hostage taking at the Saskatchewan Penitentiary, correctional service policy on complaint litigation, pay for female inmates, and mental incompetence. 8 tables
