This manual establishes the basic policies and procedures governing the Washington State Patrol Narcotic Enforcement Task Force.
Abstract
These policies and procedures will be implemented and monitored by the Executive Board, Project Coordinator, Unit Supervisor, and other personnel. The manual outlines the responsibilities of each of these positions, as well as office procedures, code of conduct, and appearance/dress requirements. Other topics covered include investigative procedures, arrest and raid procedures, firearms, intelligence files, informant management, electronic surveillance, seizures and forfeitures, evidence, security, vehicles, overtime procedures, and news releases. Forms used by the Task Force including, inter alia, activity summaries, debriefing and investigative reports, indemnity agreements, and operational agreements, are attached as appendixes. 12 appendixes
