The California Master Plan to reduce alcohol and drug abuse, referred to as CommunityWORKS, has evolved over a period of several years, and the plan's goal is to substantially reduce alcohol and other drug-related problems by the year 2000.
Abstract
CommunityWORKS is viewed as a statewide process of community-level involvement and participation in alcohol and drug abuse prevention. The process is based on investing in prevention and health maintenance; maximizing existing resources and identifying new funding sources; and providing direction for legislative, budgetary, and public policy decisions affecting prevention services and activities. A key component of CommunityWORKS is local participation, since those closest to the problem are in the best position to solve the problem. California's Master Plan requires the conduct of an epidemiology study to document the nature and extent of the alcohol and drug abuse problem in the State; the conduct of an outcome study to assess service availability, adequacy, and cost-effectiveness; and the development of a strategic plan to reduce alcohol and drug abuse. Appendixes contain detailed information on topics covered throughout the Master Plan.
