The report indicates the number of offenders incarcerated in a California State prison, conservation camp, community-based facility, or Department of Mental Health hospital. Information is also presented on the racial/ethnic composition of the institutional population over the study period. The change in the percentage of felon inmates incarcerated for violent, property, drug, and other offenses is also reported. The rate of felon new admissions by offense category is presented as well. The number of parole violators returned to prison as well as the percentage of the felon institutional population with respect to admission/return status are reported. The growth in the felon parole and civil narcotic addict outpatient population from 21,159 in 1971 to 82,164 in 1991 is portrayed, and information on the number of felons released to parole annually is provided. This shows that the growth in the number of parole releases has been declining in recent years. Other information provided consists of change in the average months of time served in institutions by felons first released to parole, and the changes in the design and bed capacity of facilities and the institutional population from June 30, 1971, to June 30, 1991.
