This article presents findings from a survey of policy and practice in crisis intervention, notably the use of restraints, with pregnant adolescents in residential care facilities.
Abstract
Following a review of the relevant literature and case law, results are presented from a telephone survey of representatives from the National Commission on Correctional Health Care, the National Juvenile Detention Association, the National Youth Law Center, Legal Services for Prisoners with Children, and various residential care facilities in four States. A mail survey solicited policy and practice information from residential care systems in 14 States; replies were received from 10. The findings from both surveys indicate that policy on the management of pregnant adolescent residents generally does not exist. This report recommends that a comprehensive policy on the care of pregnant residents be adopted by residential youth care providers. Recommendations for policy include the avoidance of face-down restraints, a medical examination after the restraint, and feedback to the youth on the health dangers of acting out while pregnant. 15 references
