A national trend is emerging in which criminal justice legislators and correctional administrators are trying to develop solutions to the problem of substance abusing offenders. This report describes eight innovative programs employed across the country that have been valuable in rehabilitative efforts involving drug-using offenders. The programs have at least two factors in common: treatment and drug testing. The program descriptions cover program title, agency, goal, targeted clients, successful completion, method of monitoring, assessment process, drug screening policy, program requirements, length, essential program elements, and treatment strategies.
