The MAIT program was established because certain types of severe accidents require intensive investigation to determine all of the causative factors. The primary objective of such investigations is to obtain the knowledge necessary to prevent similar accidents. Also, the type of accidents MAIT investigates often are attended by complex criminal or civil litigation. Through timely and complete investigation of severe accidents, the MAIT program develops a full and accurate evidentiary analysis of the accident, thereby assisting in the determination of legal responsibility for such accidents. General policy guidelines presented in the manual pertain to geographical responsibility, team composition, criteria for requesting MAIT assistance, procedures for requesting use of the team, procedures while awaiting the team, operational responsibility, and media relations. Another chapter establishes a procedure for the critique of significant collision investigations. This review is intended to ensure that findings and recommendations are supported by facts and witness statements and that there has been compliance with MAIT policies and procedures. Other chapters detail guidelines and procedures for report format and composition and investigative procedures.
