The report indicates a marked and sustained rise in inmate populations that have resulted in overcrowding at a number of prisons. In 1992-93, there was an average daily population of 5,400 inmates, approximately 500 more than in 1991-92, with a peak of over 5,900 at the fiscal year's end in March. There were three serious hostage incidents that involved prison officers during the year. All incidents were resolved without serious physical injury to either staff or inmates. During the year, the Prison Service introduced a new classification system that bases security category on the assessed level of dangerousness to the public in the event of an escape. Other developments during the year included completion of a review of inmate grievance procedures, the introduction of a new suicide prevention strategy, further work on a major kitchen renovation program at two facilities, increases in the food budget for each inmate, and continued progress with access to night sanitation. These developments were accompanied by a major and ongoing program of organizational change.
