The Commonwealth of Australia recently announced the formation of the Law Enforcement Access Network (LEAN), designed to handle information related to law enforcement and fraud protection.
Abstract
The key elements of the proposed system are a central computer facility holding the publicly accessible database, the acquisition of data from suppliers without modification, gateway access to terminals in user agencies, and a capacity to use sophisticated search and investigation techniques across databases. Potential uses for the LEAN facility include investigation, checking of contractors, benefits control, assets tracing, and taxation. The system is required to have a high level of security, consisting of the ability to mark each entity, determine which users are permitted access, detect "Trojan horse code," label information with its appropriate classification markings, audit facilities, protect discarded data, and restrict data at differing levels and for specific functions. Issues identified in regard to privacy of publicly available data include data exchanges, restricted access, and auditable procedures. 2 figures, 1 reference, and 1 appendix
