Annotation: As the Law Enforcement Administration (LEAA) concluded its fifth year of operation on June 30, 1973, significant strides in crime reduction and criminal justice improvement were evident.
Abstract: Congress created LEAA in 1968 at a time when serious crime was accelerating. By 1972, the serious crime rate had dropped by 2 percent. In 100 major cities, overall crime reductions of up to 30 percent were reported for the first quarter of 1973. In fiscal year 1973, LEAA allocated $841 million in funds to fight crime. LEAA funds supported comprehensive State planning for law enforcement improvement, action programs to reduce crime and enhance the capabilities of criminal justice agencies, technical assistance to build State and local expertise, special grants to modernize and reform the corrections system and strengthen offender rehabilitation efforts, education and training for criminal justice personnel, research on causes of criminal behavior, development of innovative techniques to prevent and control crime, development of reliable statistics on crime and offenders, and adaptation and utilization of advanced criminal justice system technology. The LEAA report for the fiscal year ending June 30, 1973, covers the LEAA's role, relevant legislation, LEAA administration and management, and criminal justice standards and goals. The report also notes LEAA projects during the year that focused on police, courts, corrections, juvenile delinquency, drug abuse treatment and rehabilitation, and organized crime. Further, the report examines special urban crime control programs, State and local anticrime efforts, law enforcement research, and crime statistics and information systems.
