This statement proposes a complete administrative overhaul of the criminal justice system and a redistribution of responsibilities, functions, and financial support among the various levels of government.
Abstract
To implement their recommendation for a complete administrative overhaul of the criminal justice system, the Committee discusses changes in the following categories: (1) Vitalizing the Courts; (2) Strengthening Counsel in Criminal Proceedings; (3) Modernizing the Police; (4) Reforming Corrections; (5) Organized Gambling and Official Corruption; (6) Gaining the Consent of the Governed, which includes Modernizing the Laws, Bringing Police and Citizenry Together, The Challenge to Business Leadership; and (7) Clearing the Hurdle of Federalism, which includes a) Strengthening State Capabilities, and b) A Federal Authority to Ensure Justice.
