Forecasting of relevant events and trends was conducted by a panel using the Nominal Group Technique Process and the data collected were used to develop three scenarios. An implementation plan and mission statement for one scenario were developed for use by the Sheriff's Department of San Bernardino County, CA. Critical stakeholders were identified and a Transitional Management Team was established to supervise the desired changes. Endnotes, bibliography, graphs
