When sitting as the Control Release Authority, the Parole Commission's responsibility is to maintain the prison population at its lawful capacity while keeping the most violent offenders in prison for as long as possible within the court-imposed sentence. The passage of Senate Bill 26-B expanded the control-release eligible population, created an emergency control release mechanism, and raised the cap at which the Commission is required to maintain the prison population. The Commission reviewed over 40,000 control- release cases during fiscal year 1992-93. Although the Commission released large numbers of offenders by means of control release, the Commission has targeted the more violent and dangerous offenders to serve maximum prison time under their imposed sentences. Commission-imposed supervision has been required for over 60 percent of those released under the Control Release Program. In fiscal year 92-93 there was a 49-percent increase in releases under the Conditional Release Program compared to fiscal year 1991-92 totals. Over 1,500 offenders were released to supervision under Commission-imposed conditions such as restitution to their victims. The Commission also considered 41 cases recommended by the Department of Corrections under the Conditional Medical Release Program. There has been a continued increase in the Commission's clemency workload.
