This manual consists of scenarios designed to train police tactical units.
Abstract
The situations described here are varied to include professional criminals, domestic disputes, emotionally disturbed offenders, organized domestic terrorists, kidnappers, hostage-takers, and other types of adversaries. They are primarily urban-based and written with the medium- sized police department in mind. The scenarios in this manual feature the concept of the "rolling plot," in which officers are supplied with updated information periodically during the exercise to keep the scenario constantly changing. Each scenario packet includes information on the type of incident, list of characters, essential incident information, and supplemental data block, which may include eyewitness reports and the results of computer checks.
