Community policing as implemented in the Troy, Michigan Police Department is discussed.
Abstract
In May 1991, the Troy Police Department implemented a community policing philosophy in the delivery of its police service. The same officers patrol and work in the same area on a permanent basis, working in partnership with citizens to identify and solve problems. The Department believes the community policing philosophy provides its citizens with quality service aimed at proactively solving their community problems, helps to prevent future crime problems, provides a sense of citizen safety and confidence in the police department, and offers job enrichment for its officers. As listed in this article, the three main objectives of Troy's community policing efforts are increased effectiveness as a result of attacking the root causes of incidents that consume patrol and investigator time; reliance on line officers' expertise and creativity in studying problems and developing innovative solutions; and closer involvement with the public to make sure the police are addressing citizens' needs. This article describes the mechanics of Troy's community policing program including the organization of teams of patrol platoon officers that are assigned to the four basic patrol areas.
