Following statements by several Senators, the Subcommittee members heard two panels of experts. The first was composed of the director of the Wisconsin Social Development Commission and the President of a Chicago-based Institute for Advanced Study in Child Development. The second panel was comprised of a district attorney in Milwaukee and an academic at the School of Public Health at Harvard University. While some speakers favored strengthening law enforcement options, while others advocated increasing funding for education and job training aimed at eliminating poverty among the nation's youth, all speakers agreed that the problem of youth violence requires a more coordinated approach, linking law and order to community intervention and prevention programs.
