The program provides 1-year grant funding to law enforcement agencies and community-based organizations for projects designed to prevent and reduce gang-related violence. The goal of the single component model of the GVS Program is to reduce gang activity by providing gang- involved and at-risk youth with positive emotional reinforcement, adult supervision, and guidance and accountability. The model focuses project design and program objectives on prevention efforts; services must be proactive rather than reactive. In addition, the model assumes that gang and drug-related problems can be prevented by enhancing individual strengths through counseling services, conflict resolution training, mentoring programs, and vocational training and job placement. Administrative requirements associated with GVS-funded projects are identified. Provisions of California's Penal Code that apply to GVS and gang definitions are appended.
