The analysis focused on the policy's effect on public safety, including traffic accidents, property damage, and injuries and on apprehension and prosecution of typical fleeing motorists. The analysis revealed that the policy has been effective. It has changed police officer performance, reduced the number of pursuits resulting from minor law violations, and forced the use of alternative methods of apprehension while preserving effectiveness.
