VOCA has fulfilled the original intent of Congress to encourage States to improve their assistance to crime victims, to expand existing direct service programs by providing funding support, to promote comprehensive services to crime victims across the U.S., to increase the number of programs and availability of services, to improve the quality of services provided to victims of violent crime, and to encourage victim cooperation with law enforcement and participation in the criminal justice process. Programs operated under the VOCA that are described here include the Crime Victims Fund, crime victim compensation, crime victim assistance, the Federal Crime Victims Program, the Children's Justice Act Discretionary Grant Program for Native Americans, and training and technical assistance grants. 5 tables, 19 figures, and 6 appendixes
