The training program was designed after consultation with correctional facility administrators, program specialists, community service providers, and advocacy groups. An effort was made to tailor training to each facility's specific needs. The resulting training program includes an initial workshop and group sessions that address the characteristics of special needs inmates and problems faced by correctional staff in working with these inmates. Trainers ask program participants to think about older people they know, such as grandparents, and about how they function. This approach helps trainees understand the range of differences among older people and those with disabilities. Trainers also emphasize legal mandates for service provision to special needs offenders, and a sensory deprivation exercise is included to make trainees aware of some of the problems faced by special needs offenders. Additionally, a specific issue session is held to help program participants identify issues or problems in working with special needs offenders and begin formulating strategies for managing these offenders more effectively.
