This briefing summarizes proceedings in Phase II of a project designed to find strategic opportunities to strengthen youth by selectively reinvesting military resources.
Abstract
During Phase I, the project recognized the importance of developing a process by which military resources could be connected to youth programs in ways that would effectively promote youth development. This included an examination of the spectrum of capabilities or services that the military could provide, as well as the continuum of living environments where youth are located. The concept was to look for direct matches between military capabilities and the needs of youth, with an eye toward discerning patterns among similar youth programs and, based on those patterns, defining the best possible niches for the generic resource models. During Phase II, the project validated the conceptual approach by having the models critiqued by people involved with and interested in these issues at all levels. The first section of this briefing is an overview of how the project moved beyond the conceptual underpinnings of Phase I into Phase II's more concrete goal of connecting resources to youth. The briefing then describes the assessment framework, along with details of how the project would survey needs and resources in a step-by-step fashion. The briefing then discusses the data thus far obtained and analyzed and explains how it both informs and builds off the assessment framework. This data analysis includes three parts: youth programs, military personnel, and military facilities. The last section of the briefing summarizes the effort.
