The number of VOC claims increased from 28,374 in fiscal year 1989-1990 to 46,555 in fiscal year 1991-1992. Because of this significant increase in claims, the California State Board of Control developed a system for preauthorizing payments on certain claims for mental health counseling. Monthly income and support payments were instituted to give victims a more regular and dependable income source during their recovery. The VOC program's automated computer system was expanded, a customer service unit was created, and an express team of claims specialists was established. Cost containment measures were implemented, as well as several legislative changes. The maximum emergency award was increased from $1,000 to $2,000, closed hearings for claims involving minor victims of sexual assault were instituted, more stringent time limits were imposed for the payment of certain mental health claims, and notification requirements were issued for cases where claims could not be paid within 180 days of filing. An overview of the California State Board of Control's mission and responsibilities is presented.
