This manual contains the requirements and procedures to follow when applying for and receiving Federal assistance from the National Institute of Corrections; this is the primary reference document for interpreting Federal grant administration and financial management policies and procedures.
Abstract
The first chapter contains the general requirements, eligibility rules, and other specifications that govern the awarding of grants from the National Institute of Corrections. The funds are allocable under Title 18, U.S. Code, Sections 4352-4353. The second chapter explains how to apply for Federal assistance. Topics addressed include the completion of the standard application form, application submission, the preparation of standard form 424, and grant assurances. A chapter on the general conditions for all grantees covers the expenditure of funds, termination of the grant, budget formulations and fund expenditures, the obligation of grant funds, the liquidation of obligations, interest and other income, required reports, published material and written reports, and numerous other regulations that govern federally funded programs. The fourth chapter establishes accounting system requirements and provides guidance on procedures that will assist all grantees and subgrantees in complying with statutory requirements for the awarding, disbursement, and accounting of funds; complying with regulatory requirements for the financial management and disposition of funds; generating financial data; and facilitating an effective audit of funded programs and projects. The concluding chapter describes procedures for evaluating and monitoring grants. Appended application forms and supplementary materials and lists
