This report provides recommendations for police training and recruitment that will serve the goals and objectives of community policing for the Montgomery County Police Department (Maryland).
Abstract
Training recommendations are for sworn personnel, civilian employees, and community representatives. Regarding training for sworn personnel, the Recruiting and Training Committee reviewed the existing long-range training plans adopted and implemented by the department in the spring of 1992. The committee recommends that the department continue to follow the community-policing training developed in that plan. Among the training components implemented or planned are problemsolving training, entry-level training, and partnership training. This report lists the topics in the training academy curriculum that directly support community policing and total quality management. Training topics for all civilian employees are distinguished for new personnel, existing personnel, managerial personnel, job specific training/departmental transfers, and special county programs. Recommendations for the education and training of community representatives focus on training topic areas, program administration, and other educational strategies. Recommendations for recruitment include arrangement for college equivalency credits, equip recruiters, increase tuition assistance, grant personal improvement leave more liberally, re-establish a police service officer program, maintain the 60 college credit requirement, increase starting salary, and establish a recruiting plan.
