The first section focuses on public security expenses. It computes the cost of all French police forces (the National Guard, national police, municipal police, and other police agencies), as well as the justice system including the cost of prosecutors, courts, prisons, and court protection of juveniles. It also includes social preventive measures such as social assistance and assistance to cities; income from fines and prison labor is deducted from this sum. Private security expenses cover private guards and security systems, insurance expenses, and lawyer expenses. The results indicate that within the past 10 years, security expenses have increased by 40 percent; the rise has been especially steep from 1987 to 1990. Presently, private security expenses exceed public ones (41 billion francs public expense versus 47 billion francs in private funds). Numerous charts and figures are appended.
