The law recognizes that solutions to violence committed by youth between ages 15 and 24 require a comprehensive approach including strict sentencing, effective prevention programs, and restricted access to firearms. The legislation focuses on public health, community networks, firearms, actions related to public safety, sentencing, corrections, education, employment, and the media. The governor vetoed some sections for technical purposes and others for their overly broad implications. The vetoed sections related to the expansion of the Family Policy Council, requirements that community programs only meet Federal funding standards, involuntary commitment, firearm range training and practice facilities in local jurisdictions, and disclosure of firearms application information. Other vetoed sections relate to information released to school officials, age- based ratings of films and video games, public service messages against violence, profiting from violence-related products, and the appropriation to implement the legislation.
