Tasks and activities are presented for the Patrol Division, the Detective Division, the Support Service Division, and the Staff Division. Responsibilities are described for the staff inspector, the tactical response team, and the special investigation unit. Statistics are presented for Part I offenses and for police activities pertinent to patrol, traffic, tactical units, the Youngstown Metropolitan Housing Authority, Auxiliary Police, and the Special Investigations Unit. Statistics are provided as well for juveniles arrested, forensics, internal affairs, the Staff Division, community-oriented policing, and the jail. Other data address personnel interests and severances. Statistics show that crime decreased substantially in 1992 compared with 1991. The Crime Index, which consists of eight of the most serious criminal offenses, decreased 12 percent from the previous year. The largest decrease in the Part I offenses was the 26-percent decrease in aggravated assault and the 23-percent decrease in burglary. The number of calls for police service decreased 3.5 percent. A total of 95,358 calls were dispatched in 1992 compared to 98,360 in 1991; the decrease in calls for service is the first since 1988. Drug enforcement remains the top priority for the department, as it battles crack cocaine trafficking in the city. Crack house raids increased 65 percent in 1992, with 155 raids in 1991 compared to 256 raids in 1992.
