This memorandum describes 1993 Wisconsin Act 98 (Act 98), signed into law on December 10, 1993.
Abstract
This memorandum is divided into three main sections: Key provisions of Act 98; background of Act 948; and a detailed description of the provisions of Act 98. Key provisions of Act 948 include, inter alia, provisions relating to: sex offender registration; criminal gangs including a civil action for criminal gang activity, the creation of a Gang Violence Prevention Council, funding for job training grants for gang-troubled neighborhoods, and condemnation of gang buildings; drug offenses and alcohol; changes in the Children's Code including the creation of a juvenile boot camp program and electronic monitoring of juvenile offenders; changes in the Criminal Code and evidence and procedure in criminal actions; law enforcement officers; and the establishment of a task force on children and families.
