This report details the efforts of the Independent Commission Against Corruption (ICAC) for 1993. The predominant feature of 1993 is the increase in the number of corruption reports received from the public--a 44-percent increase from those received in 1992. Complaints received against police rose by 35 percent; those against government departments increased by 29 percent; against the private sector by 52 percent; and those against public bodies by 109 percent. At the end of 1993, the number of corruption cases under investigation was 1,375--the highest figure since the ICAC was formed in 1974. Also during 1993, the Community Relations and Corruption Prevention Departments of the ICAC joined China's efforts in its campaign against corruption. The ICAC published a "Performance Pledge" in which standards of service to the public were set. Also included in this report are reviews of the efforts of the Administration Branch, the Operations Department, the Corruption Prevention Department, and the Community Relations Department. Thirteen appendixes cover numerous subjects including memberships of various committees, the number of persons prosecuted for corruption and related offenses, and the addresses and telephone numbers of the ICAC regional offices.
