Future surveillance technology and the impact it will have on law enforcement are examined in an effort to ensure successful development and implementation; the study covers legal and training issues associated with the operation of future police equipment through the year 1998.
Abstract
A strategic plan is presented to ensure that law enforcement will benefit from advances in surveillance technology. The plan is designed to encourage technology providers to develop new surveillance techniques, and it recognizes that user interface is a major obstacle to the use of emerging technology. Significant trends are forecasted that indicate an explosion in technology and reduced market with military downsizing. These trends also project technology transfer from defense contractors to law enforcement. Events forecasted with trends provide a basis for potential future scenarios. The analysis of one California law enforcement agency provides a transition management plan for implementing the strategic plan. References, endnotes, tables, and figures
