Forecasted trends and events are used to develop nominal, normative, and hypothetical future scenarios. A strategic plan is presented for modeling a police agency's environment and organization, and this plan is used in conjunction with stakeholder analysis to develop alternative strategies. The selected strategies include the redesign of field training programs, the development of a Total Quality Management system, and a community satisfaction rating system. The author believes that the changing work force will impact law enforcement field training programs by the year 2003 and that California's police agencies will have to respond appropriately to emerging economic trends.
