The Division of Youth Corrections remains committed to the public policy that youthful offenders need supervision and rehabilitation programs that are consistent with public safety and provided in a least restrictive environment. Work with youthful offenders focuses on supporting and assisting them as they work toward becoming responsible and productive citizens. Following a mission statement that reflects this philosophy, the organizational structure of youth corrections is presented by means of a chart. Tables and figures then present the actual, authorized and requested operating budgets for fiscal years 1993 through 1995. A juvenile justice client flow chart precedes information and statistics on the characteristics of the population served. Detention information includes a table that shows the type, capacity, number of youth served, number of admissions, the average nightly bed count, and the percentage of nights over capacity for each detention facility. Characteristics of detained juveniles are also shown. Other topics reviewed are multi-use facilities, the youth corrections' population, case management, community-based alternatives to incarceration, private-provider contracts, observation and assessment, secure facilities, the Youth Parole Authority, and youth corrections' special services. Recent and ongoing projects are also described. Critical issues for 1994 are outlined.
