Abstract
In 1993, Hong Kong's prison population remained high at 19 percent over the certified accommodation. Despite prison overcrowding, disciplinary and escape incidents were relatively low. Prison overcrowding was aggravated by an influx of illegal immigrants from Vietnam. Some progress toward reducing overcrowding was made with the conversion of a Vietnamese detention center into a medium-security prison at the end of 1993; a second similar facility was planned in early 1994. To strengthen management efficiency and performance within a reform- oriented framework, Hong Kong's Correctional Services Department reorganized its program management structure into three main areas: prison management, reintegration, and Vietnamese migrants. The department also introduced a wider range of performance indicators for public monitoring.
