A discussion of European prison statistics advises that the increasing number of foreigners in the prison population has been well documented. The Council of Europe has reached the general conclusion that foreigners are overrepresented in prisons, and the growth of the foreign prison population is one of the main features of the prison population in Europe today. In offering explanations for this disproportionate representation of foreigners in European prisons, gaps in the legal protection of foreigners are discussed. A discussion of foreigners and criminal justice focuses on the internationalization of crime, criminality among foreigners, and the protection of foreigners against victimization. Issues addressed in the examination of migration- related detention are migration control, detention to prevent entry, and detention preceding removal. Guidelines for prison administrations in the management of foreign inmates encompass general principles, specific standards for foreign inmates, imprisonment preceding removal, and programs for law enforcement personnel. 7 tables
