The data reveal that Colorado's average jurisdictional inmate population has increased 255 percent since 1979, when the average population was 2,556 inmates. In 1993 the average population was 9,068 inmates. In 1979 the legislature changed sentences from indeterminate to determinate terms and made parole mandatory at half the sentence. In 1985 penalties were doubled for the presumptive upper range. The presumptive range was reduced for certain nonviolent crimes in 1993. An estimated 2,400 beds will be needed by the year 1999, when the inmate population is projected to be 12,182. The State's incarceration has steadily increased in recent years.
