The Department of Justice provides administrative and information services to courts, administers correctional services, administers various legal records, participates in law reform, manages the parliamentary electoral system, and provides official advice on legal issues and criminal justice policy. Two areas of development over fiscal year 1994 show the department's commitment to innovation, continuous improvement, and modern management practices. First, the department continued to review its operations with the completion of the Tyler Report on the activities of the Courts Division, further development of prison policies and procedures, and refinement of unit and case management in penal institutions. Privatization in the provision of services in the justice system moved forward. Legislation that would allow for contracting out prison management and prison escorts was placed before Parliament. Also, a contract was signed for private-sector involvement in technology development of the Public Registries computer system. In other areas, policy proposals on alternative ways of addressing the needs of crime victims were further developed. The Department acted to improve the coordination of advice on criminal justice policy, both internally and between government agencies involved in the criminal justice system.
