The 1993-1994 annual report of Canada's Correctional Investigator addresses the impact of prison overcrowding and discusses complaint issues brought before the Correctional Investigator during the year.
Abstract
The report indicates that federal corrections in Canada is at a crisis point, that overcrowding has complicated the Correctional Service's ability to effectively and efficiently manage the increasing inmate population, and that overcrowding hampers timely access to treatment programming for inmates and thorough case preparation for conditional release preparation. Complaint issues brought to the attention of the Correctional Investigator during 1993-1994 include special handling units, inmate pay, inmate grievances, inmate access to mental health care, offender rights and privileges, double bunking, inmate transfers, hostage taking in correctional facilities, mental incompetence, the use of force, and inmate injuries. Statistics on complaints received by the Correctional Investigator are tabulated. An appendix contains Part III of Canada's Corrections and Conditional Release Act of 1992 which pertains to the Correctional Investigator. 8 tables
