A qualitative questionnaire completed by police officers asked about resources required to operate the initiative, responses received from the public, apprehension and conviction rates arising from the information, and alternative initiatives currently operational in each jurisdiction. Responses indicated that Operation NOAH was perceived to be a valuable information-gathering tool and that there was no overtly negative media publicity arising from the operation. The major problem cited by officers was the lack of quality information on drug law offenses received from telephone calls. The recommendations contained in this report relate to improvements of operational, publicity, and documentation procedures and suggest some alternative strategies for Operation NOAH implementation. 9 tables and 3 appendixes
