This report is the last in a three-phase project that examined causes of, and solutions to, jail overcrowding in San Francisco County.
Abstract
The first phase of the project identified and analyzed factors contributing to jail overcrowding, the second presented alternative strategies to regulate jail crowding factors, and the third, represented in this report, establishes an implementation plan. This workbook for implementing the project's recommendations summarizes the underlying cause of jail overcrowding, its proposed solution, and the implementation plan elucidating those proposals. The implementation plan specifies the responsible party for a particular proposal, estimated beds saved, estimated cost, comments connecting the proposal to the implementation plan, and status of the proposal. Some of the chief elements of the implementation plan include appointment of a data program and jail population manager, improvement of timeliness and quality of police reports, creation of an expedited trial management program, expanded use of county parole and electronic monitoring, and renovation of existing facilities.
