The Antiterrorism and Foreign Mercenary Act would establish criminal penalties for providing services or information under certain circumstances to the government of Libya or its agent and other terrorist groups or foreign governments named by the President. The legislation was proposed during a period when there were numerous reports of American Green Berets selling their services to train Libyan and Palestinian terrorists, and to work for other countries in Africa, South America, and the Middle East. Witnesses at the hearing included Senators, representatives of the State Department, Central Intelligence Agency, and the Association of Former Intelligence Officers.
