Created by the Juvenile Justice Act of 1974, the OJJDP was identified for elimination in the Justice Department's proposed budget. After the plan to abolish the OJJDP was announced, Congress received an outpouring of interest from across the country as to what the Federal approach to juvenile crime and juvenile crime prevention would be if the OJJDP were eliminated. The hearing was convened to address the extent of juvenile crime and the nature of Federal efforts to improve the juvenile justice system. Hearing witnesses representing various national, State, and private organizations talked about juvenile justice programs made possible by OJJDP funds. In addition, hearing testimony focused on the separation of juvenile from adult offenders, child welfare, serious and violent juvenile crime, and juvenile inmates. An appendix contains additional correspondence from State and local governments, organizations, and associations relative to eliminating the OJJDP.
