Abstract
Maryland's Drug and Alcohol Abuse Control Plan represents a comprehensive strategy to reduce drug and alcohol-related crime and violence problems in Maryland. This publication chronicles the work undertaken by the Governor's Drug and Alcohol Abuse Commission (Commission) since its creation by Executive Order in 1989 and suggests issues for future consideration by the incoming administration. This report also describes the Commission's grants programs, gives an overview of outreach activities, and includes information on the work and recommendations developed by the Governor's Youth Drug and Alcohol Abuse Commission. Subjects discussed in the report include the nature and extent of the alcohol and drug abuse problem, noting the trends and problems in combatting drug trafficking and underage drinking; the efforts of the Maryland Underage Drinking Coalition and the Education Committee to prevent underage drinking and drug abuse through educational programs; legislation that provides prosecutors with additional tools to deal with drug-related violations; collaborative efforts between community members and police agency representatives to develop school-to-work transition programs, apprenticeship models, and after-school jobs programs; the Drug-Free Workplace Initiative; and the various grants programs administered by the Commission.
