The police force has a headquarters with five departments: operations, special branch, personnel and training, management and inspection services, and administration. In 1993, 82,564 crimes were reported to the police, a decrease of 1.8 percent over 1992. The crime rate of 1,395 per 100,000 population declined by 3.5 percent over 1992. Violent crimes, robberies, homicides, and rapes decreased in 1993, while woundings and serious assaults rose by 5.3 percent over 1992. Arrests rose from 41,780 in 1992 to 45,042 in 1993.
