This report provides some history, file details and lists, as well as concepts to be implemented in the National Crime Information Center (NCIC) 2000.
Abstract
NCIC 2000 will be a complete rewrite of the current NCIC System. The hardware will be replaced and the software rewritten to establish a new system life cycle. This new system will provide upgraded capability with increased functionality and new technologies that were requested by NCIC participants and approved by the NCIC Advisory Policy Board. A section in this report on the validation in NCIC 2000 includes an outline of the notification of the request for validation, followed by a presentation of NCIC 2000 images. Images encompass mugshot, fingerprint, signature, identifying photograph, wanted person, missing person, unidentified person, convicted person, vehicle, vehicle/boat parts, boat, article, and types of associated images. Other information associated with the image file includes a glossary, transactions with images, image entry format, retrieving an image, a fingerprint verification match and cold search, updating/replacing an image, and canceling an image. Information on the vehicle file addresses the stolen vehicle record entry format, the add-on vehicle record entry format, the add-on vehicle part record entry format, the stolen vehicle record entry format, the license plate file, and the stolen vehicle part record entry format. Also described are expert systems that are used to augment data quality, intrusion detection, and security. Profiled as well are a new file for convicted persons on supervised release; 34 new fields; capacity to enter lost gun data; and on-line provisions for the Bureau of Prison SENTRY Index and the Canadian Police Information Centre Interface. A chronology of NCIC 2000's development is included.
