Uniform Crime Reports submitted monthly by all police agencies in the State to the Division of Criminal Justice Services are the basis for much of the material presented in this report. These reports contain information on Index (Part I) offenses, Part II offenses, location and time of the offense, value of property stolen, arrests for Index and Part II offenses, juvenile arrests, law enforcement officers killed or assaulted, and law enforcement personnel and expenditures. The Index offenses are the violent crimes of murder, forcible rape, robbery, and aggravated assault; and the property crimes are burglary, larceny, and motor vehicle theft. In 1993, the number of Index offenses reported statewide dropped for the third consecutive year, falling to the lowest level since 1985. The number of crimes in 1993 was 1,010,577, compared to 1,058,586 in 1992 and 989,405 in 1985. The rate of Index crimes per 100,000 population in 1993 was the lowest since 1984 (5,553.5 in 1993 compared to 5,559.8 in 1984). The number of violent crimes reported in the State decreased for the third consecutive year after reaching an all-time high in 1990. The agency reports included are the Office of Court Administration, the Division of Probation and Correctional Alternatives, the Department of Correctional Services, the Commission of Correction, the Division for Youth, and the Division of Parole.
