The ultimate aims of the case are to stimulate discussion among citizens, students, and urban policy makers about how the problem of urban violence might best be addressed, to aid them in inventing new approaches to violence, and to assist them in initiating and deploying existing measures. The study is based on the actual experience of an American city that has been afflicted with widespread violence, but the case has been abstracted from that particular city's experience to present a more general problem. The study presents suggestions on how to use the case, including: background data; several participants' points of view; statement of the task; analytic tools for developing a strategic plan; and strategic planning procedures.
