The 1973 strategy focuses on reducing drug abuse, focusing Federal resources on the forms of drug abuse that cause the greatest harm to society, and supply reduction. Subsequent strategies add emphases on drug treatment, rehabilitation, education, and a balance between supply reduction and demand reduction.
