This memorandum summarizes the 10 Federal strategies and Federal funding for prevention and law enforcement related to drug abuse and drug trafficking from 1973 through 1984.
Abstract
The strategies and reports were issued by the Strategy Council on Drug Abuse, Domestic Council Drug Abuse Task Force, Office of Drug Abuse Policy, Domestic Policy Staff, and Drug Abuse Policy Office. Topics include threat assessment and priorities, intelligence, international drug control, interdiction, investigation and prosecution, diversion, drug law enforcement, and demand reduction. The 1973 strategy focuses on reducing drug abuse, focusing Federal resources on the forms of drug abuse that cause the greatest harm to society, and supply reduction. Subsequent strategies add emphases on drug treatment, rehabilitation, education, and a balance between supply reduction and demand reduction.
