Chapter I of the Police Act specifies the tasks, organization, legal status, and direction of the police. The general task of the Hungarian Police is to "protect public security and the internal order." This encompasses crime prevention, crime control, state administration, and regulatory functions as defined in this act and other legislation. The local organs of the National Police are the Police Headquarters, which operate through County Police Headquarters with independent responsibilities. Chapter II concerns police personnel. It specifies what personnel the police may have, their qualifications, pension benefits, employee organizational affiliations, and police personnel who run for political office. Chapter III contains provisions that define the relationship between the settlement government and the police, and Chapter IV presents general principles and rules for the operation of the police. These encompass the obligation to perform police tasks and follow instructions, principles and rules for the application of measures and means of coercion, and requirements for applying the means of coercion. Other chapters address police measures, means of coercion, data handling, legal remedies against police actions, and closing provisions.
