Organizationally under the Attorney General, the CJDC is responsible for collecting, storing, disseminating, and analyzing all pertinent data from criminal justice agencies. The CJDC is also charged with developing criminal justice information systems and conducting statistical research. Criminal history record information can be disseminated by the CJDC to the Governor, the Attorney General, and other appropriate individuals and agencies as determined by statute. The CJDC must coordinate its activities with the records systems of intake service centers that deal with correctional information and statistics. The dissemination of juvenile records, however, is generally prohibited. The Uniform Act on Status of Convicted Persons contains provisions concerning expungement orders. Legislation affecting criminal procedures focuses on deferred acceptance of the guilty plea, the nolo contendere plea, and conditional discharge. Hawaii has also enacted legislation that pertains to fair information practices and criminal record confidentiality. This legislation contains provisions on individual access to his or her criminal record, exemptions and limitations on individual access to criminal records, public access to criminal records, and procedures for correcting criminal records.
