Juvenile detention centers can detect drug use by urine testing detainees during the intake process. Knowledge of drug use allows the incorporation into case-management plans of appropriate intervention and treatment options. Projects to implement urine drug testing programs in three juvenile detention centers demonstrated the value of such knowledge: (1) Madison County Juvenile Court Services, Jackson, TN; (2) Marion County Juvenile Detention Center, Marion, OH; and (3) Jackson County Juvenile Court, Kansas City, MO. For each of the three centers, there is information concerning: (1) program mission, goals, objectives, and organization; (2) monitoring procedures; (3) budget preparation; (4) records and information required for individual case records and for program records; (5) personnel evaluations and training; (6) physical plant maintenance and housekeeping, and storage of supplies; (7) case management; (8) medical services; (9) collection process; and (10) testing procedures.
